To provide an annual scholarship award to an individual who is looking for a “second chance” by seeking higher education. Usually this person will be older than the typical college freshman, will have financial need, and will have experienced significant difficulties and/or hardships in their life.

The scholarship was established following the unexpected and sudden death of Howard G Swift III in 1995. Howard had great empathy for people who because of choices or circumstances needed assistance to get their lives on track. While pursuing a career and raising a family, he put a priority on helping others succeed.
